If the text is still live and editable, you can improve things by increasing either the dimensions of the file or the resolution of the file or both. Photoshop is primarilally a raster based program – a grid of rectangular pixels.
What I would do is scan the document in at b&w 300 dpi, OCR the text to a document. From there, if you need the text in an image, print the document to pdf, import the pdf to GIMP, and copy/paste the desired text.
I tested the PDF document that I previously printed, The first page which was grey and light is now browny-pink and light. The 2nd page which previously printed browny-pink font is about the same or fuzzier. I had set colour to grey-scale. I tested a regular word document and some of that font has a pinky brown shadow it did not have before. Please advise
